i was actually thinking, even though they have a pretty good fan base there, this is the team that might end up in Seattle if they build a new rink with Gaglardi owning.

I'm wondering under what parameters Nieuwendyk is allowed to operate at present. I believe the Stars are around $10 million under the salary floor, but since there's no real owner in place, is he technically allowed to add payroll?
