Also, it's hard to say where the GM ends and the front office begins. I always feel like guys like Bob Murray are continually bailed out by his amazing scouting/talent development staff. But does the GM deserve credit because he hired said staff? Who knows. Also, I'm not sure Doug Armstrong deserves credit for the plum situation he was given. The Blues have taken noticeable steps BACK during his tenure, despite the emergence of Vladimir Tarasenko.
Far as Sakic goes, no, he reportedly did not make the team's worst moves (apparently Patrick Roy negotiated exclusively with Francois Beauchemin's agent all by his lonesome) but he was still the GM of record for those moves and a few others that Roy couldn't have had anything to do with. So I guess, yeah, his ranking is pretty accurate.
